This is correct because not only would you need to model a three dimensional face for your model but it also needs to properly animate as well. And how many people are skilled with doing such as task?
so, might as well throw a message in a bottle: if any guy has technical skills but lacks artistic, im the guy you want to mail.
other than that, how silly is the situation?
who actually considers xcom2 has high levels of customization when your soldiers look like clones and your girls always use caucasian face E?
89 colors for guns is not character custiomization, its 89 colors of guns.

One of JSleezy's mods added in some male (I think just blokes) faces contained in the base game files, AFAIK those don't animate
There's a mod called Not So Super Soldiers which enables three male heads previously hidden as easter eggs.
EDIT, sadly i had already checked them out, looks like it's the best one can find though.
You could have same models, but different textures.

Why does this game have preset faces, instead of a proper face morphing tool like Fallout4, MMOs or APB: Reloaded?
I believe robojumper's talking with some people about a community highlander mod. That's probably the best bet for truly novel faces. No idea how that's going (or if it actually is) and whether this is something on their list, or if it can be done.
