How forbid Xcom2 to access internet?
Using my mobile phone to connect to internet now and that seems to cause alot of fps drops. If I disconnect from internet the game runs smooth.
It asks if I want to add it to firewall but even if I refuse it adds itself. Even disconnecting internet, removing xcom2 from firewall and reconnecting internet seems to let it access it due to it instantly getting choppy again when internet access is added.
It's like virus...

How do I refuse it internet access so I actually can play the game?

simplest solution is run steam in offline mode.

Didn't work for me, even in steam offline mode it was choppy.
As soon as I pulled the plug for my internet connection it instantly ran smoothly again.

What sort of malware did they add to the game to cause this?
Dunno. Probably issue with steam client and not xcom.

Try disabling steam in-game overlay and turning cloud sync off

Another topic that was solved by disabling internet was solved just earlier.
So I'm not the only one having these problems.

your tethering device (mobile) is causing the trouble, because of some NDIS driver issue. Search for the latest drivers or unplug the device while playing xcom2.

Installed latest drivers, still choppy when connected to internet.

i guess it's still the device and not the internet connection per se.

when my firewall gets a hit when i run a game i wait to see if it loads before i tell it to never let it connect because i've had some games not run after forbidding it the net.

Had this issue with USB Tethering, and its been reported alot here, specifically to this game. You need to update your Tethering drivers from "Miscrosoft RNDIS" (which is the v5 basic driver bundled with windows) to RNDIS v6.

Aparently Windows comes with a RNDIS v6 driver installed, but its not digitally signed, so windows wont show it as available, or use it.

This WILL fix your problem, but trying to find a RNDIS6 driver that works will take you the better part of forever. My suggestion would be to simply remove the phone connection while you play Xcom2, then reconenct when you're finished.

I had to disable my game from accessing the internet so I used this guide

My frigging God... If you have to use Windows built in firewall then you might just consider you have as much protection as duck taping a sheet of paper thru a hole...
