Report a translation problem
When you find the upper dial, there is a picture of 9 hanging people.
When you find the lower dial, you find a picture of 2 people. (The dials might need to be switched, can't remember.)
The code comes from how many people are in the painting above the dial when you find it.
Off topic: On casual it does adjust itself...wtf...
No offence OP. Maybe you thought you have more numbers to select to get it open. It's really that simple :)

See i could have done that but i didn't feel comfortable lingering in one place with no nearby hiding spot in case Ruvik showed his face :P
I did it properly but I know you could spin the dials and have it solved really quickly, what beat did takes like 5 seconds. An extra dial like in the DLC would've stopped the puzzle being stupid.
