If you enable the console it disables achievements.
It's easy to delete the console and you'll gain achievements back. You can simply add the command you want to use to the game's cfg file instead of using the console.
That way you can still get achievements and gain the benefits of uncapping the frame rate and such.
There are a few for boss fights, but the rest of the achievements are actually built around accomplishing specific goals.
There are chapter specific achievements, but they only unlock if you accomplish the goal they set.

at the bottom of the configuration file:
user/Saved Games/TangoGameworks/The Evil Within/base/the evilwithinConfig
Certain other unlocks will not work if you put them in the configuration but I can confirm this one does. I got the stealth kill achievement the other day with both Flawless Widescreen and the above 60 FPS unlock enabled.
EDIT:
I should note that the game sometimes removes the line from the CFG file. I'm not sure why or when it decides to do that but if the game suddenly feels like its gone back to 30 FPS you might want to check the file again. I actually created a shortcut to it on the desktop so I don't have to keep openning the folders to get to it.
Did you set it to read only? Normally if you don't, the game will overwrite settings in config files.
