Set to low priority in task manager?
I just noticed something super weird, i just went to change the application of "The evil within" task to "High" in task manager

and by default it was set to "low"

I have never seen something like that before

permanently set and save process priority by using Prio Process Priority Saver. It will permanently set the priority to normal for the game process. Tested on Win 7 64bit
Thanks for the tip. I nstalled Prio Process, but when I start the game the second time and check in task manager, the priority again reverts back to low. I hope it stays the same while playing the game and doesn't change to low again. Lets keep fingers crossed.:(

Of course it's gonna be set to low when you alt-tab out, many games do this to save power when you're not in-game.

Use Process Lasso. It will set you priority in game to whatever you have set. I tried Process Prio, but it did'nt help. It was saving priority on other games, but on "The Evil Within" it used to revert back to low and not saving to high. I downloaded Process Lasso and now that problem is a history. I am able to play the game smoothly without any stuttering:) I hope this helps.

I use radeonpro to check fps and other video card info (i set on screen display to show GPU temp, VRAM usage, and core clock'

I also set the "Show fps" hotkey toggle to CTRL+U so i can see it whenever i want

You can with Steam, go in-game, press "Alt+TAB" Steam Overlay, go "Settings", go "In Game" and search FPS.
