I understand that the locker items are random but is there a fixed amount of how many items there are?
Or are the items purely random that I could, theoretically, have green goo for every single locker opened?

If not, what's the quantity per item? Like, is there 12 shotgun ammo? 7 Green goo? 3 two keys?

I remember hearing that it's fixed to a degree. The items are in a limited number and fixed type but the order you find them is randomised. The way the order get randomised also seems to work on a system, like I tend to get lower gel values before higher ones. You can still manipulate it to a degree by reloading but only to an extent.

The only fixed number I know is the keys, there's just one pair I think.

Okay I ended up testing this a bit with 4 keys about 20 times, I wanted to know once and for all and I wanted a reserve of shotgun ammo just in case. I always opened the the same lockers.

1&4- Always gave me green gel no matter what locker I opened with them.
2&3- Gave a random variety of items, green gel and ammo. I never recieved healing items but I had recieved many before testing.

So there is a sequence in place that says at certain intervals you will recieve green gel and nothing else. I also suspect the items are in limited quantity since healing items never showed up but it's obviously not proven.

There were times I was only ever given green gel from all four lockers, there's your answer, it is possible to manipulate the lockers to give you all green gel.

I've played through many times, and often times, especially on Nightmare and Akumu, I'd reload the save if I didn't get what I wanted. Often times I'd get what I wanted, but never on EVERY key. You have to be quite patient after several tries just to get what you want out of say 1 of 3 keys.

So yes, you can to a degree manipulate what is there, but I've also noticed it's very likely that you will get something you're not using (gel) or something you're low on (certain ammo). Then again, that could just be luck of the draw, because I've not really tested it.

I can say though, that on my first no upgrade run, I was getting nothing but green gel for a LONG time, so I assumed it was because I was not upgrading.

Realistically though, I think just for balance sake, it's only the order of items that varies, and that there's a set amount of each item. So if say you waste too much Magnum ammo, tough, they're only going to give so much of that. The items have to be balanced though, otherwise it could potentially make some play throughs way too hard, or way too easy.

In my experience from trying to max out the goo available from the lockers, every locker seems to give you one of three fixed items in a random order. Whenever I re-open a locker several times, the items start repeating after a while and I never get to more than three different types from the same locker. It's still not hard evidence, though: theoretically, if I kept at it long enough, I could still be proven wrong. One peculiarity that might indicate a flaw in my theory is that I can't seem to get any goo from any locker now (Chapter 14). This might mean that the contents are more random than they seem to me and I've simply exploited the overall supply of goo that is made available at random. I've opened all of the lockers on the left-hand side, though, so it's possible the right-hand lockers just don't give goo in general. In all, it's pretty mysterious. But I'll quit wasting my time hunting for goo now and take some magnum ammo instead. Still a shame since I reckon this may be the last opportunity to upgrade, but oh well.
