The only fixed number I know is the keys, there's just one pair I think.
1&4- Always gave me green gel no matter what locker I opened with them.
2&3- Gave a random variety of items, green gel and ammo. I never recieved healing items but I had recieved many before testing.
So there is a sequence in place that says at certain intervals you will recieve green gel and nothing else. I also suspect the items are in limited quantity since healing items never showed up but it's obviously not proven.
There were times I was only ever given green gel from all four lockers, there's your answer, it is possible to manipulate the lockers to give you all green gel.
So yes, you can to a degree manipulate what is there, but I've also noticed it's very likely that you will get something you're not using (gel) or something you're low on (certain ammo). Then again, that could just be luck of the draw, because I've not really tested it.
I can say though, that on my first no upgrade run, I was getting nothing but green gel for a LONG time, so I assumed it was because I was not upgrading.
Realistically though, I think just for balance sake, it's only the order of items that varies, and that there's a set amount of each item. So if say you waste too much Magnum ammo, tough, they're only going to give so much of that. The items have to be balanced though, otherwise it could potentially make some play throughs way too hard, or way too easy.
