Even an unsupported game like Typing of the Dead Overkill works so why doesn't this game?

Navigate to the game exe (generally C:\Program Files (x86)\Steam\steamapps\common\TheEvilWithin). Right-click EvilWithin.exe, select properties, click the compatibility tab, check the box that says ‘Disable display scaling on high DPI settings’, and hit apply.
Also check driver settings like DSR, and Windows display settings. And maybe try deleting the game config file:
%USERPROFILE%\Saved Games\TangoGameworks\The Evil Within\base\the evil withinConfig.cfg
Game engine uses the display settings directly exposed by Windows and runs in a borderless fullscreen mode so some setting probably adjusted in regards to the new GPU.

EDIT:At least that's what caused the bug for me. I'm using an R9 390 8GB/i7 6700k
