Your i3 cpu is only a 2 core CPU so it will probably perform poorly in most games. Build yourself a desktop gaming pc and I recommend Ryzen 3600 on a budget.

The 9100f is 4 cores, but still only 4 threads and it's nowhere near fully maxed playing the game. The only issue is the speed, the 1005G1 is only 1.2 GHz base speed and 3.40 turbo which only affects 1 core from what I recall.
The issue won't be his processor, it's whether or not he has dedicated graphics. Without a real GPU he won't be able to play this. It'll be a slideshow with integrated graphics.
