She can be killed, but the loot isn't really worth all the ammo it takes. I got through that part on Nightmare with no upgrades and without using any fire bolts. In fact I only used a couple matches and pistol shot the gas levers.
yes ive been using the matches and all the traps but its not enough. i dont have fire bolts isnt that part of dlc?
No, it's a DLC bolt as mentioned. It comes with preorder versions and The Fighting Chance Pack.

The shock bolts do very minimal damage. They're mostly for freezing monsters in place. They do however destroy electrcal devices, like those green floor bots with rotating saw blades.

EDIT: I stand corrected. I've always had the fighting pack DLC and assumed it gave you ammo but that they could be crafted in the regular game.
Yet they still stop Lara in her tracks, to gain you valuable time, and can kill 3 fat guys that are bunched close together, and that's without upgrading them.
It takes quite a bit of time and green gel to max the Harpoons. There are encounters with Lara you have to deal with before you can even get to that point. For that reason alone, the fire bolts are handy.
That said, once you know the game well, you can deal with Lara without the fire bolts, but it's not what I'd call easy.
