Download Time

For some reason this game takes like 12 hours to download even at high speeds, its as if 90% or more of the data downloaded is discarded and redownloaded over and over.

I have been downloading The Evil Within at 7mb/sec (that is megabyte, not megabit) for 9 hours now. The amount of downloaded data should be over a TB by now, so I can only assume that the data being downloaded is failing verification and is being re downloaded over and over.

NOTE: this is the only title in my steam library that I experience this issue with

That'd be more in the realm of a Steam issue than a game issue (regardless of the fact its only occured for you on this game).

maybe check your antivirus logs. might be quarantining the files.

in the Steam folder is a folder called logs. several log files might be useful to see what is going on.

Dunno about this 1, I just got this game and currently installing with about 5 minutes left, it took about 40 minutes and thats with 10.4MB/s

I get around 8 sometimes 9mb/s and as large as this game is should only take like hour and half at best. Weird issue going on. Nothing to do on your part.
