It's been mentioned literally dozens of times here (because most are too lazy to do a simple forum search) that you only need use the +r_swapinterval 0 launch option to uncap framerate and disable the unoptimized framecap.
That alone increases performance quite a bit, but there is also a +r_skipglare 1 command which removes the heavy glare filter, which gives the game more color and a lot less blur, and also boosts performance even more.
The gameplay is survival horror and challenging. It requires patience to master it. If you were expecting an easy arcade shooter experience like RE4, you no doubt paid no attention to what Mikami said pre launch, that this one would bring back true survival horror.
Nope, it's not about your hardware, it's you blatant laziness and total disregard for what's been said about the game.
To play this game, you have to disable Gsync... I don't know why, it's the only one which doesn't work with Gsync, even worse is that Gsync enabled on this game make it run at 24fps, no tweaks or fix is possible.
But once Gsync is disabled, it works perfectly, and it's a masterpiece imo.
I even think it's better than RE4. But no Gsync...
