You are both probably right. I would even admit Vanillaware oriignally might have had a solid reason - 'unauthorized free distribution' of games used to be an issue on PC that might have been harming sales of some games (it is probably one of the reasons Rockstar got used to postponing their PC ports). But PC gaming industry has been doing very well as a whole for years (individual problems of corpos like recently Ubi aside) despite all drms failing. Original fans of Vanillaware games are older by now and likely too rich and lazy to search for a free copy instead of buying one if the PC ports released now. But oh well, people have the right to be irrational and handle distribution of their own creations as they see fit.
Anyway, the games can be played on PC already, with better graphics and performance too actually, since RPCS3 can upscale and render at higher fps
