LUCK affects crit chance, item drops, how many hits your multi-hit attacks hit for, insta-kills, and probably other things too!
What about your IRL LUCK stat?
IRL Luck affects things like income, influence, love, why your 80% chance to hit attacks in Baldur's Gate 3 or XCOM miss 60% of the time, and probably other things too!
Failing that, "high" is always relative to something right?
Maybe they just mean it's a high chance relative to other insta-kills but still a low chance in terms of 0-100 percentage... though that'd be pretty mean lol.
In the lamest terms, your own Luck stat should be quite a bit higher compared to that of an enemy for insta-kill skills to proc reliably, the same is true for ailments. Otherwise, don't even bother.

3. The word "high" is relative. If a plane crash had a 1% chance of happening, few people would fly because it would be seen as too high a risk.
