It seems to include all languages for me:
English (US)

What you might be able to do is check what values the Language registry entry supports.
1. Run regedit through Windows' start menu.
2. Navigate to HKEY_CURRENT_USER\Software\Activision\The Amazing Spider-Man 2 (TM)\Install
3. Check the value of Language. On my end it have these different decimal values:
If the value on your end is 10 you might be able to change it to English by setting it to either 2 or 3.
Edit: It's possible that the launcher resets the value when it launches. Be sure to change the value when the launcher is already running.
And how about ingame voice btw. that's russian aswell, no fix for that is there?
Otherwise they've basically created a whole separate copy of the game just for the Russian region (despite mine containing those files as well) with no other localization files.

It's a custom launcher that skips the embedded launcher of the game, if that one is responsible for setting the incorrect language. You also need to combine it with the appropriate language registry key here: https://github.com/Idearum/Skip-ASM2Launcher/tree/master/Settings/1.%20Language
I am not certain if this will solve it, as I do not own one of those affected copies. It might, or it might not.
It depends on how the software actually makes use of the registry key. For example, does it just reset it to the other language without actually using it? Or does it first reset it and then re-read it again later to configure the language to whatever the registry key is?
Neither of us knows right now, but my gut instinct is that it's the former; meaning the value of the registry key doesn't actually matter.
What you can do, however, is in regedit, right-click on the "HKEY_CURRENT_USER\Software\Activision\The Amazing Spider-Man 2 (TM)\Install" folder, select Permissions. In the window that opens, click on Advanced. Within the new window you should be able to >Add< a new Deny permission for your user (called "principal") for the "Set Value" permission: https://images.aemony.se/sharex/regedit_2018-08-31_17-33-12.png
That should prevent your user account (and subsequently the game) from changing the value of any parameters within the Install registry folder.
There's no telling how this affects the game though, so be aware that you might have to remove that Deny row later if it makes things worse.
Ya, turns out the game didn't care about that registry value at all...
Nothing we can do basically. I imagine you need another copy of the game completely.
