They are found in the first level called "Welcome to Bricksburg!" When you are going up to take the second instruction page rolling on conveyor belt, you see few construction builders in the blue trailer. You must repair two stereos so they hear to go out to dance the song "Everything is awesome!"

After that the pants just appear in ground. They are purple pants with stars. You can`t miss them! If pants don`t appear, the reason is maybe glitch or bug. Turn V-Sync off to on when in settings. I think that could help, because turning V-Sync on has helped me in countless situations where bugs can cause serious problem.
