i keep getting this message while tryint to flip a business-only swithc
but the issue is i AM president or lord business each time i try it?
why isnt it recognizing that i am business??

Have you activated the stilts that make President/Lord Business taller? The switches are normally out of his reach beforehand if I remember correctly.

There are platforms nearby that only Lord Business can activate. You step on them and press B/K to be trasformed.

The platform in Bricksburg is near the construction entrance. Don't go in, but go to the right, near the port-o-johns, and there's a red block to break and build.
