This is because the sim does not have the type of assists that you might find in a game that supports a controller. For example, the trigger on a controller does not have the throw/range that a pedal does, making your throttle inputs less precise and leading to wheel spin. The analog sticks for steering is even worse in this regard.
In PVP, many people will know you are using a controller just by looking at your front tires. If you get into an incident, even if it wasn't your fault, it won't matter. The moment they see you are using a controller it will be your fault.
It is possible to compete with a controller. As a tip, if you have access to an analog riser like Kontrol Freeks makes, this really helps with analog wheel inputs.
