content file locked

hi. I'm trying to download iracing, after a full 55gb of download steam gives me content file locked error and I can't run the game but the downloaded file is on the download folder not in the game folder which means the game downloaded successfully but not installed. I tried fixes on google such as clearing cache and (netesh winsock reset ) but non of them worked! I did install another game on the same steam drive and it was fine. only iracing gives this error, keep that in mind that this is not my first time downloading iracing from steam I had the game before, and its the first time I get this error with iracing.

Open task manager and kill all iracing related processes. It should then finish.

What if all services are stopped and it still doesn't work.
