Watching real skilled human racers is much more entertaining and useful than watching A.I.
You can do it in Raceroom and rFactor2. Once the race starts you go back to the garage and then you can watch AI racing. It's completely pointless from my point of view but yes, you can do it.
No. They're not putting AI in it. Whoever told you that is an idiot. It's been said many times over that there will not be AI in the service. Their goal for this isn't to be some arcade racer, therefore AI will never be in it.

Ghini, there is also a real fun option for drivers to turn on the ability for you to join their race as a spotter and pitcrew. Of course, in that case you should be focused on that one particular driver and the cars around him during a road or oval race.

You can resign to the pits from races in PC2 skip to the end and and watch a replay of the full race in real time if you wish, but you cant 'set up the drivers', they are chosen for you. But if you play a career season all the same drivers continue through all the races in that season, which is very cool. And all the drivers have differing ability.
And you can do roughly the same thing in F1 2019, I think, where the drivers all remain the same as the real life counterparts, throughout the full season's races.
