You should be able to change the resolution after you startup the sim.

Start a testdrive, set the proper resolution and it should remember it.

There is also a config file in MyDocuments\iRacing it's called something with renderer.ini

Check if that is not causing any trouble.

When I am back at my own computer, I'll take a deeper look into those settings. Can't remember them by head.

I thought it was in app.ini, but it's the rendererDX11Monitor.ini file
* can be differently named if you use VR.

Make sure this is set to 1 (0 will rerun the autoconfig):
AutoCfgCompleted=1

Set these to the appropriate resolution:
fullScreenWidth=
fullScreenHeight=

It will give your 3060ti a hard time though. Not really a GPU for 4k.

If you properly set it in the config file, then make the file read-only in windows, so nothing can make modifications to it.

Did you plug your monitor into the GPU (not the motherboard)?
* happens more often than you think.
