You click play in the Steam library and then it asks you to login on a Steam webpage right. After you did that then you should be able to access and be directed to the members website of iRacing ( https://members.iracing.com/membersite/member/Home.do) . On that website you have access to the racing client and also the beta UI. And iRacing should be using your paypal/credit card name that you are using on Steam.
The Beta UI icon on your desktop can be run from your desktop without using the website or even logging into the steam app, at least for me it works this way. that's why my steam account says that i have only under 1 hours of iRacing play time(while i have at least a few hundreds hours), because i don't even log into my steam for playing iRacing.
