Bootsy (above) is right in the fact that a process was in use.
The log file here:
D:\Program Files (x86)\Steam\logs\content_log.txt
Showed the following:
"File commit failed: installed file locked (File locked)"H:\SteamLibrary\steamapps\common\iRacing\iRacingService64.exe"
Under Services - services.msc - is a service named "iRacing.com Helper Service"
To get the update to install that came down today, I had to stop that service, continue the download and start the service again
You could also go to task manager -> processes (or details) and kill the running iRacingService64.exe process. You may still need to start the service manually again afterwards
This is annoying but it works, I have just done it myself.
Useless mods not doing their part
Also you can just switch over to iracing directly and never have to worry about this again
