would this run decent on an rx 550?

On the steam page in the min specs it specifically says a 2 gb RX 550. (mines 4 gb) but sometimes the min specs just seem to mean the game will turn on but is unplayable.

Even though iRacing is pretty light to run I doubt you will get a smooth experience with that card, it's just too slow. An average decent graphics card for iRacing would be a GTX970 and if you compare that card with your card then you can see it's just lacks performance.
