I'm confused about licence promotion system

I've played a lot few months before and I managed to achieve the 'B' licence. I was racing with Skip barber series.
After some bad races, I managed to lose 'B' and now I'm holding 'C' licence now.

Now I wanted to start playing again with this game, and I kind of trying to figure out how can I get a licence 'B' and 'A', but the webpage gives me different answers for that. And I'm having a realy hard time understanding wtf is going on

Info:
- have Licence C now
- racing on road races only (excluding dirt)
- When i go to MPR statistics on my profile, it says:
Class C
• You need 1 more Race or 4 more Time Trials in your license class or above.
• Your SR is above 3.0.
• NOT ready for promotion.

Questions:

1. Home page / Hosted races and MPR sign
When i go to the homepage (http://members.iracing.com/membersite/member/Home.do) where the races are hosted, I see the 'MPR' sign with an arrow next to the serie. It has 3 different states:
- The first is when there is no MPR sign. What does that mean? It means I don't get any progress with my licence class if I do races on these series?
- The second is when there is 'MPR' sign with RED color. What does it mean?
- The third is when there is 'MPR' sign with GREEN color. What does it mean?

No explanation or whatsoever, at least I didn't find any.

2. Current series page
The confusion is getting even worse on the current series page (http://members.iracing.com/membersite/member/Series.do)

- MPR sign has 3 states here too. But now it's: RED, YELLOW, and 'not present'.
- Also on the series that has 'YELLOW' MPR sign says 'will count towards to your licence promotion', but when i go to the home page (hosted races) there are no MPR sign at all. WTF?

Hope someone can help me out. Would really appreciate it.
My goal is: to achieve B and A driver licence.

MPR - Red: You are above the license level of that series but can still race and iRating and Safety Rating still counts. But, you cannot race that series for Minimum Participation.

MPR - Yellow: You are at that license level and you can race this series towards you MPR. Safety Rating and iRating also still counts.

MPR - Not Present (Hosted Races): Nothing in this race will count towards your license. No Safety Rating, iRating or MPR. But, still don't just go in these races and be a ♥♥♥♥ because there are still consequences. ;)

MPR, makes you have to do a set amount of races in the series of your license level/class to be eligible for promotion providing you have the safety rating higher than 3.0 at the end of season or 4.0 for instant promotion.
