So most newer i5s or the upcoming Ryzen 3xxx will be fine.
Using VR more or less doubles these requirements, so a lot of folks overclock their CPUs.
GPU requirements totally depends on your display method.
Single monitor can be done with a mid-range card.
Triples or VR need something like a 1080 or equivalent as a minimum, better a 2080.
These are only ballpark figures, a lot can be done by tuning down details in the sim.
It is a lot easier to run than Assetto or PC2, which makes sense, because graphics dont look as good.
I'm going to have to disagree with you there. If you actually try to get your graphics to look decent with a few hidden tweaks here or there, it looks quite a bit better.
Plus, the image quality in iR has always been sharper particularly in VR. While there are some missing features, overall... this is what we're looking forward to

Generally well optimized, no unnecessary eye candy (off track cars in distance are low poly, trees are pretty basic etc but the total is detailed where it matters. I have all of the racers, but I am sorry I kept away from iRacing for as long as I did - would have saved me money on a lot of mediocre games and content.
It's very much up to how good you want it to look. With everything on, and i mean EVERYTHING (including realizing that you can set the frame rate for dynamic cube maps to get some extra frames), it's a really good looking game overall on newer content. However
I'd turn dynamic shadow maps and most post processing off. That stuff, for whatever reason, is the most demanding. And Shadowmaps are broken as of a build or 2 ago (they're looking into it)
But really it's cpu limited atm. If you have a 1660ti or less, it's gpu limted
