With that being said, in order to get promoted to C, you have to have 4 offical races or 4 time trials in a D-series championship and a 3.0 or greater safety rating at the end of the season. If you have the 4 races/time trials and a 4.0 safety rating you get promoted immediately.
if you wont your license up before the end of season( promotion) you need up to 4.0 +4 race in your class, it will change your class directrly, no promotion waiting ...(if you waiting promotion is 3.0 )

like mentioned above, you'd need to go to 4.0 if you don't want to wait for the end of season promotion at 3.0, you start at 2.5. you'd also be robbing yourself of the much needed experience of driving with traffic (not a good idea to wilfully deny yourself that experience, you'd be seriously handicapping yourself).
