Reduction values exist on armor, helm and trinket pieces, relative to the amount of defensive properties they give.
If something seems sluggish, it's probably the armor.
Heroes with lower speed thresholds (partly due to heavy weapon) include, but not limited to:
Death Knight
Dragonslayer
Berserker
Barbarian
Viking
Heavy Crasher
...or anything with a relatively BFS (big/heavy weapon).
Like 80% of heroes have roughly the same base speed factor on their weapon, with Joker and Tiger leading the pack. Joker walks roughly 20% faster than most, and Tiger runs 20% faster when not bogged down by naturally heavy default gear.
You should probably pick a chaser based on dash attacks and jump attacks, seeing as light sets and speed upgrades can relatively offset any poor base speed factor or heavy gear.
Personal chaser recommendations:
Desert Blader
Kage (obtains an evolution, hold onto them free soul stones)
Staff Master (with or without evolution, clones are an excellent tool)
Robin Hood (excellent ranged game with a future evolution)
V-Mech
Card Magician
They're all decently good chasers with good defensive properties.
