click on the goat sim store page and then search narrowed down by perks or browse similar games to gaot sim
Garry's Mod is open ended with fun physics. If you want no danger you can set it so you are invincible with a console command, otherwise if you are just playing a normal game of sandbox you don't usually die unless you intentionally place a hostile npc, fall too far, or hit yourself on accident with a large object or explosion. It's a sandbox do-whatever-you-want game, but also has other gamemodes with objectives. It's single and multiplayer. I don't know how "easy to pickup" it is for a beginner at video games, but here is a starter guide: https://steamcommunity.com/sharedfiles/filedetails/?id=113252448 That's the basic stuff, and the more you learn about gmod the more complex things you can do with it.

https://store.steampowered.com/app/4000/Garrys_Mod/

(The console command to make invincible is hitting the ~ key to open console then typing god (to use god mode) and if it doesn't work type buddha (which makes it so you get down to 1 health but don't die.)

If she doesn't like clipping, you don't have to use noclip, but noclip is a thing you can turn on to move though objects and the map / to fly.

Well, if she doesn't like clipping she definitely won't like games that try to be Goat Simulator. xD

But here are some recommendations based on the things she liked:

https://store.steampowered.com/app/397950/Clustertruck/
https://store.steampowered.com/app/477160/Human_Fall_Flat/
https://store.steampowered.com/app/240720/Getting_Over_It_with_Bennett_Foddy/
https://store.steampowered.com/app/537340/Guts_and_Glory/?snr=1_7_7_230_150_6
https://store.steampowered.com/app/224480/Octodad_Dadliest_Catch/
https://store.steampowered.com/app/278360/A_Story_About_My_Uncle/?snr=1_7_7_topsellers_150_2
https://store.steampowered.com/app/406150/Refunct/?snr=1_7_7_topsellers_150_2
https://store.steampowered.com/app/200010/Quantum_Conundrum/
https://store.steampowered.com/app/428370/Windlands/
https://store.steampowered.com/app/670350/The_Free_Ones/

And here are some more suggestions on games moms might like in general:

Hidden Object games in general (the Grim Legends series is a good place to start)
Stardew Valley (very endearing 2D farming simulator, it's been the first game for many people)
Baba Is You (cute puzzle game that just released, easy to pick up and a good brain teaser)
Bejeweled 3 (best match-3 game out there, it has a lot of different modes to keep going)
American Truck Simulator (very relaxing game, also connects to the radio which might be a plus)
House Flipper (house flipping simulator, might be fun if she's into decorating and all that)

And, you know, what does she like in general? There are crime mystery adventures, romance visual novels, sport simulations, FMVs... you should be able to find a genre that suits her taste.

Cluster truck might be good but rather difficult level based no open world sandbox

human fall lfat is a fighting sim irrc so not exaclty what OP is looking for

tfw getting over it is just a rip off from sexy hiking so no idea why anyone would advise it

same for guts and glory being a rip off from happy wheels so why advide lkiteral plagiats? and its very very brutal

octodad is a really good advise here, its kinda similar to goat sim but most of the time really hard to control

refunct is just a 10 minutes game to 100% and not exaclty sand box and requires some precise gaming skills.

no idea of the other ones since I really don´t know any of them
Just stay the hell away from Amazing Frog. I got that game cuz it's been in early access for years and the community claims there's a helluva lot of content, a huge world to explore, so on and so forth. Bunch of features that made me think that would scratch my Goat Sim itch as I don't have too much left to achieve (outside of the actual achievements, most of which make me kinda lazy). Turns out AF is ridiculously bare-bones for a game that's been in early access since 2014. The "content" the community claims there is is rather difficult to grasp cuz the game is so poorly designed that discovering stuff isn't even fun. And the huge world advertised is a massive landmass, completely empty safe a couple points of interest that have absolutely nothing. I was quite disappointed by it coming from GS.

As for the other things she liked, here are my suggestions:

https://store.steampowered.com/app/280180/Hover/
^ Danger-free open world parkour game with a mission editor and online multiplayer. One of my favorite games of all time despite being a little rough.

https://store.steampowered.com/app/436500/Diaries_of_a_Spaceport_Janitor/
^ Walking sim full of personality (some of the interactions are quite funny) where you collect trash in order to save up credits to lift a curse and escape the planet you live in. It's chill, a bit mindless, certainly open-ended, and not to be taken seriously.

https://store.steampowered.com/app/447040/Watch_Dogs_2/
^ Uhm... I mention WD2 cuz violence is optional. You *can* go through every mission using only non-lethal weapons. I went through the entire game that way. Was pretty fun. After you finish, there's the multiplayer activities (which can have violence depending on who you're paired with and most players are geared up with lethal weapons, so there's that) and sometimes it's just fun to walk around SF and take photos, or going through the side activities. I wouldn't say it's that much open-ended as its magic can wear off pretty quickly after you've finished it. Also, PVP is optional.

https://store.steampowered.com/app/252950/Rocket_League/
^ The only PVP-based game I actually like, and that's saying something since I dread PVP in general. If I'm feeling really down, either RL or GS put me in a good mood. I had some great laughs with RL.

https://store.steampowered.com/app/620/Portal_2/
^ Not open-ended, but how come no one mentioned this classic? If anything, I think your mum might enjoy the writing. It's hilarious.

https://store.steampowered.com/app/580200/Yonder_The_Cloud_Catcher_Chronicles/
^ Open-ended, chill, no danger. Cute at times. Fun for a little bit. I find the geometry to be annoying at times, though. I guess something like SDV might be a better investment, but Yonder isn't all that bad to play every once in a while when you want nothing but explore and interact with cute animals, and interact with some ridiculous characters.

https://store.steampowered.com/app/433340/Slime_Rancher/
^ I find SR to be pretty good when it comes to chill, explore, and finish when you feel like it. I always have trouble getting back into it, though. I don't know why. But anyway, it is endless and the slimes and how they interact with each other can lead to some interesting situations.

https://store.steampowered.com/app/210970/The_Witness/
^ Mostly open world. I don't think it's open-ended, though. No physics that I'm aware of. But it's a great puzzle game.

https://store.steampowered.com/app/512300/Unbox_Newbies_Adventure/
^ Your good ol' 3D platformer but with cardboard boxes. It's pretty unique. Lots of fun. Some bugs, mind you, but I only found one that was game-breaking (in the sense that it crashes the game) and I don't remember if the devs fixed it or not. Fun physics, no danger, easy to pick up.

https://store.steampowered.com/app/253230/A_Hat_in_Time/
^ Same as Unbox, but AHiT is A LOT of fun.

https://store.steampowered.com/app/266490/Lili_Child_of_Geos__Complete_Edition/
^ No real danger. It's actually a short game, but it's fun for its length.

https://store.steampowered.com/app/394690/Tower_Unite/
^ Tower Unite is like a "theme park simulation" where you get to play a bunch of fun mini games with other people. Has enough content that it's worth picking up in early access.

https://store.steampowered.com/app/224760/FEZ/
^ You can't go wrong with FEZ. It's a classic. Regardless of opinions on Phil Fish, FEZ is a must-play.

https://store.steampowered.com/app/12200/Bully_Scholarship_Edition/
^ Well, I'm gonna mention Bully cuz it's the only game from Rockstar I actually like and its violence is more along the lines of "I'm gonna punch the bullies until they stop bullying" instead of "I'm gonna shoot everyone around me for the sake of it."

https://store.steampowered.com/app/304950/Castaway_Paradise__Town_Building_Sim/
^ The poor-peeps Animal Crossing. It's actually a decent clone (and the only one I know of).

https://store.steampowered.com/bundle/1691/Grow_Home__Grow_Up/
^ I think these two might be just what you're looking for, except I don't think they're open-ended (at least the first isn't, but I heard the second isn't as linear).

https://store.steampowered.com/app/71260/Space_Channel_5_Part_2/
^ Nothing you asked for, but it's a really fun rhythm game. Has a learning curve, though.

https://store.steampowered.com/app/582270/Everything/
^ Open-ended, no danger, VERY easy to pick up, no clipping through the ground... I personally don't like the camera all that much, but it's something I can deal with. Wouldn't quite compare it to GS, tho I do play both with a controller.

https://store.steampowered.com/app/272890/Vertiginous_Golf/
^ Not a bad golf sim. Maybe better when it's on sale, tho.

https://store.steampowered.com/app/705290/Strange_Telephone/
^ Again, nothing you asked for but it's not a bad game for the asked price. It's akin to Yume Nikki (the original) but it's a side-scroller and it feels much less open.

https://store.steampowered.com/app/650700/Yume_Nikki/
^ Since I mentioned it :cozydarkseer:

That's more than enough, I think? :lunar2019laughingpig: :lunar2019crylaughingpig: Sorry I got carried away.
Also there is Meadow
https://store.steampowered.com/app/486310/Meadow/

The only danger I have found is falling off the edge of the world, in which case you respawn. There are no health points or combat. It is open world and you can do the objectives or else run around doing whatever. Cute animals, if that is good. It's easy to pickup. But it lacks interesting physics. There is no in game text chat, but instead has emotes. It's sort of a non-verbal social communication game. Objective is to collect items in a group.
