Though when you look at some character sheets in V5 it really isn't that rare for a first decade kindred to only have 1 dot 3, and the story makes it clear this was really the first time Kali had to stand on her own two feet, rather than have her sire's gang to back her up.
Also keep in mind the average fresh neonate generally can't min-max like a PC. Let alone a Ravanos in V5 who have to dump effort into multiple havens or at least streetwise or money making for hotels so they don't burn.
It was my understanding that neonates are supposed to go through an 'education' process where they are properly trained by their sires, before they are allowed to operate on their own.
And in the case of some clans, this process can be a very long time, such as the Giovanni requiring a 50 year grooming period, before they even consider giving you the embrace.
