Try an Xbox controller or another PC controller if you have one.
I have used both an Xbox360 and XboxOne controller (pretty much the standard for Windows games). Same issue.
hrm. Ya got me there then. I haven't heard any of complaints of this type though, so if it's not just the DualShock4 and it's 3rd party software, there's something else going on.
so is it only the shoulder buttons this behaviour happens with? does the function work correctly if you bind to one of the others?
Edit - I take it back, I was just looking through the big "common issues" thread and noticed that it has been reported before. Though there doesn't seem to be any ryhme or reason to when this particular issue will or will not manifest.
I had the same issue with a 3rd party Xbox 360 controller, game running over 30fps, running on a 2560x1440p monitor. I found this thread and looked into settings, for some reason under "Advanced" my render resolution had been to set to 720p and my screen resolution was my full 1440p. I set the render resolution to "full" and the issue was fixed.
The game now runs at 50-60fps on my hardware, the 720p render was running a lot higher (although still managed to be really janky). Not sure precisely what's done it but that's got it fixed for me.
