DLC 4 fatal error (bug)

Is not possible to pass the mission server station because no enemies (EPISODE 4 - Kill all the Spec Ops in the Area) Screenshot

the bug have me too most DLC complete new play =/ give more bug in the game have all Blueprints and collectibles the game spawn later random Blueprints/collectibles the have =/

Not sure if it will work for you, but I had the same problem and found this:

Problem is caused by entering the area from the "sloth" boss fight mansion in main game (you screenshot looks like you did the same thing that I did).

Solution for me was to go the long way around from the house where you have to get male zombies onto the bed in a side quest. You need to reload checkpoint (and travel all the way from bottom-left corner which sucks) and enter from that side.

The first time the enemies were but I blew the server together with the enemy, after the restart from a checkpoint no more enemies.

Sounds like you may have the same ♥♥♥♥ I need to deal with for "ashes to ashes" achievement (also DLC4)... have to delete all save games and start dlc again from lvl1. It really sucks :-(

If it makes you feel any better, I did a grind to level 50 again. Then ran through dlc4 and the achievement still bugged out and stopped counting at 36/40 so I have to do it all over again.
