try these places:
- NW Ingleton (behind the house)
- N Almuda (in front the box truck behind the safehouse)
- Middle of South Almuda (very obvious on a sidewalk - in front of the fabric outlet)
- N Almuda (outside the Bus Depot)
- N Almuda (on a corner to the left of the entrance of the tunnel to Ingleton)

Remember some might not even have a flare, look for a pile!
Would the only way to get the tenth one be to start the DLC over? Because that would be frustrating.
EDIT:
I've come across another game-breaking bug in this DLC. When I have to find out where the Jamming Signal is coming from, I killed all the Spec-Op agents on site, and then you find out that a lab is being built at the Train Station, I was on my way and I died, causing me to restart from the last checkpoint, which is finding out where the Jamming Signal is coming from. Once I get there, before I can even interact with it, I have to kill all the Spec-Op agents, but I've already killed them all. I can't find another way forward from this point.
