Get the bluepirnts before it first. Can't unlock it until you unlock it's prereqs.
I've noticed that if you are in multiplayer you get combo weapons in an order. Such as I grab the blueprint for the Flaming Reaper and my friend gets the Ultimate Reaper.

nope even when u completed the story and ''forgot'' to get the bleuprints for the bomb , just reload a chapter and find the remaining bleuprints worked for me

and a small tip , dont spawn the massive bomb out of the locker , cause u cant climb and stuff with the bomb in your hand , just get all the parts u need and go to the location u want and built it there , parts u need :

RPG
Propane tank
Grenade
Gasoline canister
microwave
and a laptop
