The game is capped at 30fps," Capcom told us. "However, if you would like to experiment with that, create a user.ini file which contains a single line: 'gmpcr_unlock_frame_rate=True' (no quotes) and place it in the same folder as deadrising3.exe before running the game.

i'm getting real pissed, im doing exactly what i'm told to unlock 60 fps but i go into game and still 29.9. i even told my friend how to do it and it worked for him. wtf.

yea i am having the same problem, i'm following the instructions step by step, and still capped at a constant 30fps

What a stupid innovation for pc games.
IF YOU WANT get default PC fps then you must set some cheats in config.
It must be available from game ui, as well as 120 and 140 fps mode.
