How to make the game 60 fps or 120 fps

Thanks! Would you know how I create a "user.ini" file? I just tried and it didnt work, I used a text file and renamed it.

You have to hit save as and then write user.ini but change where it says text file to all files

Any chance you don't see your hidden extensions? Your file is probably named user.ini.txt
