DLC1 Broken Eagle Problem /Tucson not Spawning (Soldier/DogTag)

While escorting the Tank /Armadrillo back to its Camp, SideMission to find "Tucson" , a old Squad Member, pops up (normally they are walking dead already and you collect their DogTags).

My Problem: I am at his Location where he is meant to spawn, already checked in Videos on YT that its the exact spot, but he´s just not there. Red Flare marking the Spot, looked all around, restarted from last SavePoint, restarted Game, progressed to next MainStorySafepoint (brought tank home) and ran back, still not there or anywhere around.

I run out of Ideas, any help appreciated!
Edit: I carried on with the Game, and the next in that Line, "Collins" does not spawn as well. The first 3 or 4 were all where they supposed to be.

All the rest of those Dudes did not spawn at all for me, besides the one on the Bridge close before meeting up with Miss President. There was no Solution, i needed to restart whole DLC and doing a Fast-Run, activating all of those "Side-Quests" right when they popped up and going there straight up. Worked this way. 🍀

Same thing happened to me but luckily knowing how bugged these dlc's are i backed up my save game and used it to start again and it got fixed
