THE REASON WHY THIS PORT IS NOT VERY GOOD
there are specific reasons why the DR3 pc port is not that good, there are clues as to why that is I have been following.
Clue 1: there is an article saying that the director of DR3 was disatified with DR3 a few months after it came out. a reason to make DR4 is to hopefully make a game that would satify the director.
Clue 2: the review scores were not as high as DR1 or Dr2, a further reason to try again with DR4.
Clue 3: "resolutiongate" damaged the reputation of the X1 badly, but they could get a higher resolution on the PS4 but MS wouldn't let capcom make a PS4 version for the obvious reasons so there only other alternative was PC.
Clue 5 (the most imporatant one): there is a later article on the web stating that the Capcom higher-ups said that DR4 won't be made till DR3 sells 2 MILLION COPIES. it think at that time of the article it had only sold about 1.3 miilion(this was sometime in early 2014).

This meant that they had to make a PC port as soon and as cheaply as possible to boost sales and profit so they could make DR4

The port plays fine for me and I've enjoyed Dead Rising 3 for all its quirks so far. I think DR4 is in development and I hope it uses DX12 to get a solid 60fps on the xbone

It indeed is and will be using the UE4. As for the API the most likely scenario will be native DX11 support with certain DX12 enhancements.

Nah, this sorta transitions never happen too fast, especially when the majority of Windows users are still having 7.

They'll have to upgrade to Windows 10 eventually, 7 isn't going to last once DX12 becomes mainstream or if they want they can move to Linux for Vulkan but I doubt that will happen.

Good enough to include advanced scalable video options
(plenty of ports & even native PC games without them)

having settings doesn't make a pc port good, it makes it a pc port. Having settings is supposed to be the given, but the game runs quite badly and the texture pop-in problem is AWFUL!! oh and btw the x1 version looks a bit nicer than the pc version due to the decrease of pixel shaders done by those who did the port to get it to run better. i can hit 60fps and 1080p but here are my specs:
gpu: GTX Titan Black
cpu: i7-5930k
RAM: 32GB DDR4

I should be able to run the game much better considering the graphics. plus locked at 30fps unless changed manually. plus NO SLI SUPPORT! OR SUPER ULTRA ARCADE MODE THINGY!

Hey guys, he's posting in all caps, we should totally listen to him!

Clue 1: there is an article saying that the director of DR3 was disatified with DR3 a few months after it came out. a reason to make DR4 is to hopefully make a game that would satify the director.

sauce?

Clue 2: the review scores were not as high as DR1 or Dr2, a further reason to try again with DR4.

Also, so what?

Clue 3: "resolutiongate" damaged the reputation of the X1 badly, but they could get a higher resolution on the PS4 but MS wouldn't let capcom make a PS4 version for the obvious reasons so there only other alternative was PC.

erhm, what? First of all, while similar, the PS4's GPU is all around better than the one in the Xbone's APU, thus often giving it a performance advantage.
Secondly, the game was a Xbone launch exclusive so a PS4 version was neverly going to happen.
Thirdly, a PC version was always planned. As a matter of fact, the game was in development for high end PC's only before Microsft approached them about making it an Xbone launch title

Actually, yeah it does. configurability/customization is a hallmark advantage PC's enjoy over consoles.

Having settings is supposed to be the given

Tell that to the numerous hideous ports that have almost zero customization ability.

but the game runs quite badly

It's run wonderfully for me on several different GPU's.

and the texture pop-in problem is AWFUL!!

Yeah, it is, but it's cosmetic and doesn't affect the gameplay any.

oh and btw the x1 version looks a bit nicer than the pc version

I whole heartedly disagree (720p/30hz, lol), but if you really feel that way then go play the xbone version.

due to the decrease of pixel shaders done by those who did the port to get it to run better. i can hit 60fps and 1080p but here are my specs:

I'm glad the game is running well for you but that is not nearly as good of a GPU as you want to think it is. It definitely well beats the recommended GTX 670, but it's not nearly as good as as even a GTX 780 TI which is old tech now.

I should be able to run the game much better considering the graphics.

No, you really shouldn't.

plus locked at 30fps unless changed manually.

/eyeroll. Oh, the HORROR! You have to create/modify a text file to raise the cap. POOR YOU.
WHY do people keep whining about this like it's even an issue? This sort of thing is not uncommon an early on CV made it a point to add the unlock function for those that wanted it.

plus NO SLI SUPPORT!

Yeah, that's something of a bummer, but again, not uncommon at all. SLI is cool when it works but it's often way more of a pain than it's worth and doesn't give anywhere near the performance benefit people want to believe it does.

OR SUPER ULTRA ARCADE MODE THINGY!

also sort of stinks, but its exclusive add-on content. Again, not abnormal.

Oh god, this AGAIN? WHY are people so fervent about swinging off the nuts of a self descrbied "cynic"?
also, I still find it rather hilarious how he spends 30 minutes critisizing the hell out of the game while showing it running quite well the whole time.

Buck, why are u having arguments with people who say it's not a good port? why does it matter to u? i've seen u do this with loads of people. Look, it's NOT THE WORST, there are more horrible ports out there, Dark Souls: Prepare to die Edition is the worst port i've played.
In regards to your "source" request, u do realise Google is a thing, right? I can't remember how I found the articles but I remember it was from earlyish 2014. Can we please not argue Buck.
1 last thing, there's no excuse for defualt 30fps I'm just glad someone found a way to unlock it
Mikfail Mar 16, 2016 @ 8:28am
Well if you got upset at me posting the advanced PC options(that im used to, no problem, I have pics of an options menu because people before claimed it didnt exist), you're not going to like this either...the FPS cap was revealed by "wbacon" from Capcom before release.

I'm having difficulty believing it runs or looks any better on X1 but I never really played it on console either, so i will take your word on it jon.

i'm not upset about anything, if was upset about the existance of advanced settings that would be rather backwards of me
Mikfail Mar 16, 2016 @ 8:42am
My apologies, the net barrier between us can ofton make it hard judging how people feel. As I said, some people actually still believe they don't even exist & in the past I've been given a hard time about (it may have given me PTSD).

I'm allowed to disagree with people.

why does it matter to u?

Because I disagree, which again, I'm allowed to do.

i've seen u do this with loads of people.

Clearly I disagree with lots of people, which, again, I am allowed to do.

In regards to your "source" request, u do realise Google is a thing, right?

In other words you just want to say whatever you wanrt and it's somehow MY fault you can't provide source/proof?

Yeah that's not how this works.

I can't remember how I found the articles but I remember it was from earlyish 2014.

Then why don't YOU google and find them, if you can? If you can't be bothered why should i?
The burden of proof is on you, not me.

Can we please not argue Buck.

You're free to not argue if you wish, but I'll say whatever I like, thanks.

Oh jesus.. you really just have NO clue, do you? No one "found" anything, CV designed it that way and made it VERY well known before the game was even released.
