Where are the Frank West / Chuck Greene downloadable content packs?

I remember something about the game having two costumes dedicated to both Frank West (main protagonist from DEAD RISING, Dead Rising 2: Off the Record, Dead Rising 4), and Chuck Greene (main protagonist from Dead Rising 2) as well as two weapons. The costumes were simply both of the protagonist's weapons, as well as their weapon of choice: Frank's Zombie Slugger (spiked bat) and Chuck's Paddlesaw (paddles with chainsaws attached to them).

Although I don't see any hint of them within the PC release, I was wondering if they were actually included with this version. If you go to the DLC files within the directory, you can see the pre-order file, which indicates they are somehow attached to this release. I know there are modifications that you can download to swap files and get them that way, but are there any legitimate ways to acquire them? Pretty sure I had this game pre-ordered way back when, so if it was still a pre-order bonus for the PC release, I'd have it already.

id like to notify that there is a mod that enables the dlc (books and outfits) without model swapping

Exactly, you don't really need a mod as you can do it yourself once you know how. You actually already have their outfits, you just can't use them until you enable them.
