SOLUTION: For people who still get 30FPS after user.ini 60FPS fix
So as we all know, Dead Rising 3 runs at 30FPS capped (no option for higher framerates without tweaks outside the game).

Well...

Are you one of those rare people who are having issues with this: meaning you tried unlocking this games 30FPS cap by creating a config file called "user.ini" and placing it in you're Dead Rising 3 directory - but the game still runs at 30FPS?

Here's the simple fix:

Open the Notepad program/app (not to be confused with Wordpad). If you don't see it, type "Notepad" in the Windows Search Bar at the bottom left of you're screen, next to you're Start button.

-------------------------------------------------------

1.)

Paste:

gmpcr_unlock_frame_rate = True

-------------------------------------------------------

2.)

Then save the Notepad file as:

user.ini

------------------------------------------------------

3.)

Either save the Notepad file in:

steam/steamapps/common/deadrising3

OR, find where ever you saved the config file (most likely in My Documents) and copy and paste it into the games directory (listed above).

--------------------------------------------------------

4.)

Turn off v-sync in the game,

--------------------------------------------------------

5.)

Go into you're Nvidia Control Panel: then in 'Manage 3D settings', click on the 'Program Settings' tab and Add the deadrising3.exe.

a.) Set a 'Max Frame Rate' of 60 FPS

b.) Turn 'Vertical sync' ON

-------------------------------------------------------

6.) You should now be running in 60FPS assuming you're PC is powerful enough.

The reason the 60FPS config trick doesn't work for so many people, is because alot of people computures open up new text files in Wordpad, and when saved it saves as a text file, and not a configuration file.

The reason when limit the Max Frame Rate to 60 is because the game breaks if it runs any higher - and we turn off the in-games v-sync option, and instead use Nvidia's hardware v-sync, is because the v-sync option that comes with the game is capped at 30FPS.

*edit: I hope this helps that odd person who is having trouble with the ini fix not working.
