Solution for the the aiming issue when FPS is unlocked

I noticed a lot of people cannot aim when the FPS is unlocked. I did some experimenting, and apparently this has to do with unlocked FPS and a high refresh rate monitor (My is 144Hz). Here's my solution to this problem:
1. Unlock the FPS by creating the user.ini file (You can find out how to do this everywhere)
2. Open the game, and in the Visuals section, make sure the refresh rate is 60Hz
3. Turn on v-sync
4. The aiming problem should be gone. If not, try using differnt refresh rate to see what works best for you.
I know that 60 FPS on a 144Hz monitor is not ideal, but it is the best compromise I could find, since 30FPS is absolutely unbearable.
