No it isn't. It was created for DR3, PROBABLY from the MT Framework engine that was used in DR2 and other capcom games, but it's not "old" at all.
No, it's well known that the game was originally being produced for Xbox360 and PC only. The 360 version was scrapped both due to technical limitations of the old console, and because Microsoft approached them about making it an Xbone launch title.

That's debatable. IMO it's not a bad engine at all, but it seems like it was probably under developed, esp compared to much more mature engine frameworks such as Unreal.

It apparently gets lackluster "reviews", but I've not played it yet myself so I am reserving judgement (plus I put very little weight on "reviews" anyway, they are just someone else's opinion
