How to build a Fabricator?

I finally got the sub rolling out but I can't seem to find any way to build a new fabricator for it. I have the resources, blue prints etc but there isn't any option in the old pod fabricator.

Is it something that has to be done on the sub?

You will also need a handheld builder I beleive.
