Oh man, why not? I liked it from BZ and would love it in the base game.
Modders? Sure, I suppose it's possible. Not sure of anyone even asking for this, the sea truck is redundant in 99% of cases anyways.
Certain things like that can be "shared" but something like the Seatruck would require more than just simple code injection, but new development time. They ended development for both games.
We discuss all day and speculate as to why, but there is a definite "no" answer.

If anything, I believe it'd be better for modders to spend time adding new content, and new vehicles, (as has been done before) rather than bringing the Seatruck to Subnautica.
Of course several people have asked over in the Subnautica Modding[discord.gg] discord server, but so far no ones decided to go ahead with a project to port the Seatruck
