Here's the steps:

1: Press F3
2: Uncheck the "Disable Console" button
3: Press F3 again to close out the menu
4: Press "~" (The button next to 1)
5: Type in "Biome Lostriver"
6: Press enter
It'll teleport you to the lost river, and you can explore from there.

For a non-cheats way, there should be an enterance in the deep grand reef.

If you don't want to use the console just go to the Deep Grand Reef and keep going down, down, down.

If you manage to reach the big skeleton in the Lost River, then look at the head. There should be a tunnel a bit higher, that leads to the Grand Reef. You wanna do a 180°, and go the full opposite way (watch out, it's not the tunnel at the tip of the tail of the beast; it's the other one), there should be another tunnel all the way to the end of the big Bones Field chamber. If you manage to reach that tunnel, then keep your eyes on the left as you proceed in it, and you should spot it eventually.

Easiest pathway to navigate the Cyclops down there is the Northern Bloodkelp entrance to the Lost River. Follow the signal for Lifepod 2, drop in depth, and turn back South. There's a pretty huge cave entrance there, which is the Lost River. Note that the first cavern will have a Ghost Leviathan patrolling it, so pick your route carefully and be sure to bring more Power Cells, since Silent Running will drain them pretty quick.

After crossing that cavern, you will drop down into another cavern with 3 other exits, thermal Heat Vents and brine waterfalls in the center, with a skeleton in the middle. The Cove Tree is to the right, down another drop off. The brine will change color from green to blue -- the blue is safe for you to enter, the green is not (Prawn Suit is safe, Seamoth is not).
