For the record I dispise it when people ask "Whats the fastest way to [enter game scenario]" or "How to win easily". If you cannot develop your own strategies, it would be a good idea to practice the ability, improvisation is a very handy and not to difficult skill to learn.
There's other ways as well. There's areas with lots of salt. Combine that with coral samples from the tubes for water.
For food I usually look for a pack of gasopods that have lots of little fish around them. Scare the gasopods and their poison kills the little fish which then float to the surface. I can typically collect a dozen or so fish at a time. Just leave the fish in a locker till you need them. They rot but when you cook them they become good as new.
Water purification machine eats up a lot of energy, so if you want to use it, it's recommended to create a base in shallow waters and provide it with enough solar energy.
In the end, the fastest is Marblemelon.

Sure it is, but that doesn't mean the above suggestions are wrong.
You can get by on the garden but it is three times as much work, minimum.
If you're wearing the Stillsuit you *literally* don't need anything else - no Filtration machine, no bleach, no Airsacks - just Bulbos.
As mentioned, Marblemelons are the only fruits that do not supply a surplus with which to re-plant what you use, so you have to jump through hoops to make them viable, which is why (in terms of balance) they're the most nourishing fruit in the game.
Maybe before some updates but if you cut a marblemelon you get 4 seeds -> 4 marblemelons.
So they kind of multiply if you do the right way.
If you want to build in dark areas i recommend planting creepvine seeds near your basedoors.
Those produce light for free.
You could also plant other luminescent plants like jellyshrooms etc.
An interesting way to use different underwater flora is to plant an outdoor planter inside a wreck with braincoral, sporesacks and creepvine.
You just need to wait till they grow and you end up with food ,water ,light and oxygen inside a wreck.

Once you have a scanner and the seaglide with spare batteries, go to the floating island so you can get marblemelon to grow. That will only keep you fed/watered while you're in your base, so you then have to work on getting water filtration and alien containment blueprints. Once you have them you can create water and cured food; 1 alien containment with Reginald breeding is generally enough for your cured food needs, and you will probably need 2 water filtration machines if you want to produce enough water to take out with you.
