The shallows. It is centrally located so everything is not too far away and it is quite pretty.

The safe shallows aren't bad. Especially if you like having part of your base sit above the water. Definitely a centralized location. I usually build in the Grassy Plateaus because it's so calm and flat with lots of natural light and just sand sharks to contend with. Also has direct access to the jellyshroom

Behind the aurora in the safeshalows.
There is a part where still is on shallow but it goes gradually deeper.
I haven't tried to dock the cyclops there but there is plenty of solar energy, a thermal energy close by and the scanner room can get a ton of fragments.

It's hard to explain just by telling where it is, but, it is behind the aurora, a little to the left, between your safepod and aurora.

Safe shallows are totally boring. Deeper is cooler. At my first playthrough, I build in this red Gras area. Later, bulb zone or bios like that.

There's no biome that has all resources; you will always have to bring some.
Fragments are all over the map; I don't think there is a location that is particularly beneficial in that regard.
Not sure what you mean when you list fauna and flora on their own.
Beauty is subjective. There are several interesting biomes, but I still like the safe shallows best, because I think they are the most colorful biome. Still, I usually build an additional base in the lost river, because it's both visually nice and practical for late game.

I had a base in the bulb zone once, which was really visually stunning. And breeding ampeels there was fun too! Did you know there are different colors? :) But strategically, it's not a good location.

By fauna and flora, I mean just how much aggressive, passive, or defensive fauna/flora there is, and by flora, I'm just wondering how much flora, and the types of flora there are.

Fauna: Just don't build straight inside reaper territory. You'll know from the screams.
Or you remove them first. :P
Nothing in Subnautica is really dangerous.
Flora: The only interesting flora is that, which can be used as resource to build things. And almost all of that can be planted. So it doesn't really matter what is close by.

I haven't really found a bad place yet. But each biome has certain advantages and disadvantages with regards to your goals.

Early game, shallow is perfect to get all of your basic needs. Plus it is good for the whole game as it's somewhat centrally located.

Agreed. In a real base you can put an alien containment under the floor of your bedroom and fill it with ampeels. Then if you have the lightswitch mod you can turn off the lights and watch the light of the ampeels flicker off the walls.

Ok, now I have to try that...
