You can't really avoid it. There are areas the warpers are in and that's all there is to it. You can try to keep your distance from them or fight them if they get too close. I tend to just ignore them entirely and that works fairly well. If they start to repeatedly attack, then I'd move or attack them with the drill arm. With everything in the game, exposure to it will help remove the fear and allow you to learn how to navigate around them without a problem. So maybe spend some time in areas where they are so you learn their behaviors and how you can react to it. After that you won't care much about them.

The grapling arm and a fist to the face will get them to run away.

They're confined to a certain area so just look out for them and leave them alone. It is possible to outrun them too.

In my second playthrough, I aovided getting infected as long as possible (well, until it caused problems with the story progression) and it seemed to me that Warpers were much less of a problem, for the most part. Maybe I just got used to them or better about dealing with them but they seemed to keep their distance, for the most part, and were less agressive overall.

Perhaps someone who knows the details of how infection changes your relationship to Warpers can fill in the details (or correct my observation) of them being less interested in an uninfected player.

According to the wiki, which I have confirmed by testing with self-scans and is consistent with manipulating the variable with console commands, your infection proceeds through five discreet phases, with the first phase being your landing and the fifth phase being cured. Warpers are hostile in the third and fourth phases only.

The phases advance as you enter certain biomes, landmarks, or activate certain objects, positioned at bottlenecks to guarantee that you will trigger each phase in order.
Two words for dealing with aggressive Warpers: Repulsion Cannon.

Works wonders at keeping them away. :)

Indeed. Blast them far far away and they are not a problem. Also, Warpers can not see up well so jumping up high and then dropping on their head works well too.
