The safe shallows might not look very intresting at first, but wait to see how it looks at night.
The kelp forests have some nice colour to them. But the stalkers will run off with your camera drones though.
But really it comes down to what you meen by "best looking". After all "beauty is in the eye of the beholder". For me this was the best looking spot.

In view of the wreck (out of shot to the left of where the picture was taken) and right next to a hole to the mushrooms caves.
The Grand Reef looks beautiful, too, but the allure of the slightly less-attractive Deep Grand Reef takes a lot out of that. I don't know why I am drawn to caves so much regardless of how they look inside.
The Lost River has some very nice areas, too, like the tree grove and the area around the giant tree.
I am also very tempted to say the Jellyshroom Cave because it does look very beautivul, mysterious and tucked-out-of-the-way but I don't recommend it because the crabsnakes living there will make your time miserable unless you stay inside at all times.

Right next to two thermal vents. Nice stopping point for getting into lava area or back out to lost river. Depth is 900m IIRC.
The mushroom forest is so far my favourite biome in the game tbh
