I haven't done a Grand Reef yet specifically because it's fully Crabsquids and the Ghosty and doesn't have much for materials that I could see.... but still want to build one there eventually. I'd go a little deeper near the entrance to the lost river where there's some thermals to use.
Anyway, Ghost leviathans are the least dangerous of the three main ones. The biggest problem I’d say you’d have with one so close is the tendency of leviathan-class creatures to noclip into terrain.
Yeah, I built near some thermal vents and the whole time I was building I didn't even notice the Leviathan! Can they damage seabases?
The other bases they just didn't come that close, they were close but like I had to go a little past my base to even see their shadows ahead... maybe Reapers and Ghosties can but I don't think so. Remember reading they removed that while back.
One of my projects was to build bases just to get close to leviathans:

They should not attack the Cyclops when you are not in it. The Ghost will attack the Seamoth and Prawn when you are not in them.
Basically just be aware that it is close by and stay alert when going to and from that base.
I built a base pretty far out there so I could scan for fragments (trying to find the cyclops blueprints). Turns out a Reaper Leviathan was about 100m away. I hoped he would stay where he was, as he was higher up in the water and barely visible, but then I watched thru the camera drone in horror as he circled directly above my makeshift base and eventually shot down and was sniffing around the scanner room where I was hiding. And trembling...
Apparently he couldn't get into the base so he settled for my SeaMoth. He was grabbing it with his cranial appendages and tearing it apart; tossing it around like a dog with a chew toy. All I could do was helplessly and hopelessly watch as he eventually destroyed my only ride back to safety (along with all the expensive upgrades). Oddly enough, he vanished as soon as he completely destroyed my SeaMoth. I was able to SeaGlide my way back, stopping only to scan a cyclops engine fragment before high-tailing-it back to the shallows. Lesson learned...?
