I think it was meant to make it look more like you were seeing things though water by making it all look less distinct, but I just found it annoying when they first added it in.
Usuall I don't touch any mod until I've finished the game at least once, or if it is really unplayable in its current state (like very old games).
Since last time I played I have not modified any settings. I checked and everything is set to maximum, and indeed, many things look nice and sharp as always, like creatures, plants and the interior and exterior of the Cyclops. My rig can take it without issue or framerate loss. The problem is only certain stuff, like planters and some cliffs.
Yes, I hate such blurring options, and in most games I disable them.
The problem here is not "blurriness" but actual low-res pixelated textures, and it is somewhat selective---not everything looks like that, but those objects that do, always look bad (so it is not a loading or pop-up situation).
Let me try and share a picture so you can see by yourselves this weird stuff...

Notice crisp, detailed features on fish and plants, but the tool has a low quality texture.

Same here: handheld tools and diving suit have horrible low-res texture, but the creatures, floor, etc. look fine.

The poster on the right is just plain awful. The planter is also terrible. Most other objects look good.

The planters look like they come from Wolfenstein 3D. The plant itself looks fine.

The toys look bad. The shelf, wall, floor and surroundings are ok.

Again, handheld tool looks terrible, but everything else is ok.
I have 4 TB of total HDD space, about 40% used. Also, I have a GTX 1080 (that's 8 GB for video memory, IIRC) so that should not be a problem.
I don't know how much virtual memory Subnautica uses, or where are the settings for that. Should I modify something in the graphics/settings menus?
Edit:
Just checked my old screenshots and the planters and other stuff looked fine back then. This is a recent problem.
Interesting menu! Never seen it before.
How to modify the settings, though? I cannot use the cursor or the keyboard arrows, since it works for the character...
Edit:
Nevermind, I figured it out by pausing or using the PDA. That solved the issue.
Thank you Emissary Rex!
